Pre-2nd Semester 2021 Central Luzon Student Congress Workshop

The Commission on Higher Education Regional Office III (CHEDRO-III), together with the Regional Government Agencies conducted the Pre-2nd Semester 2021 Central Luzon Student Congress Workshop with the theme,”Kabataan sa Bagong Normal (KaBaNo): Kasangga ng Lipunan tungo sa isang Ligtas, Malusog, Maunlad at Mapayapang Pamayanan ng Rehiyon III” on Friday, 22 October 2021 via Zoom meeting.

The Student Congress is part of the CHEDRO-III initiative with the thrust of encouraging students and other stakeholders to support the programs of the government and be the agent of change for a peaceful, healthy and drug-free community and country. The virtual workshop is the first leg of the 2nd Semester 2021 Central Luzon Student Congress with the big event set on 25 November 2021.

he virtual workshop was attended by the higher education institutions represented by OSA Directors and Heads and Student Council representatives, and the local government units represented by the Local Population Officers, Local Youth Development Officers and SK Chairpersons.

The event was spearhead and facilitated by the officials and staff of the CHEDRO-III headed by Officer-in-charge, Office of the Director IV, Dr. Maria Teresita M. Semana, POPCOM-III headed by Director Lourdes P. Nacionales, DILG-III headed by Regional Director Karl Caesar R. Rimando represented by Chief Aldwin B. Reyes, NICA-III headed by Director Ma. Luisa De Guzman, RCADD-PNP-III headed by the Chief PCol. Rommel Allaga Velasco, and Kabataan Kontra Droga at Terorismo Central Luzon (KKDAT-CL) Spokesperson, Mr. Franz Liam Arabia.

Dr. Semana gave the opening message with an ultimate goal of instilling in the hearts and minds of the youths the virtue of patriotism and nationalism, and to establish institutional and regional KKDAT Chapters in support of the advocacy of the government that no student should be left behind. She also briefed the participants on the four (4) breakout sessions where specific groups will discuss the following issues and identify actions to be undertaken by the stakeholders:

• Involvement of person who uses drugs (PWUD) in HEIs;
• Continuous recruitment of members (Cadres) from students in HEIs;
• High and increasing cases of teenage pregnancy; and
• HEIs’ flexible delivery of SAS programs during the pandemic.

The various programs and services of the facilitating agencies are presented by PCol. Rommel Allaga Velasco for RCADD-PNP-III, Mr. Franz Liam Arabia for KKDAT-CL, Mr. Aldwin B. Reyes for DILG-III, Regional Director Lourdes P. Nacionales, for POPCOM-III, and Mr. John Wesley S. Calagui I, Education Supervisor II for CHEDRO-III. This was followed by the break-out session where the Rapporteurs and Documenters facilitated the discussion of their designated main issue together with the representatives of the concerned regional agencies and participants from HEIs and LGUs. The rapporteurs for each group presented the initial action plans to be shared during the 2nd Semester 2021 Central Luzon Student Congress on 25 November 2021 to be attended by the tertiary students and HEI Officials in-charged of student affairs services.

NICA-III Deputy Regional Director Bernadette Bersamin synthesized the outputs from the workshop and discussed the moving forward activities. CHEDRO-III Chief Education Program Specialist Lora L. Yusi concluded the workshop by encapsulating it through the song, “we’re all in this together,” since it manifests a united Central Luzon with a common goal of eradicating the identified issues.
