Living out Bayanihan Spirit: Increasing the Capacity of the Agriculture and Fisheries Sector in Central Luzon

Pursuant to the CHED Memorandum Order No. 52, series of 2016, “Pathways to Equity Relevance and Advancement in Research, Innovation and Extension in Philippine Higher Education”, the Commission on Higher Education Regional Office III (CHEDRO-III) together with the Department of Agriculture Region III (DA Region III) and the Bureau of Fisheries and Aquatic Resources Region III (BFAR-III) conducted the “Virtual Meeting on Mapped DA and BFAR’s Programs with the SUC’s Academic Programs” via Zoom meeting on Wednesday, 03 November 2021.

The virtual meeting was attended by the Officials and representatives from state universities and colleges (SUCs) in the Region, Mr. Henry Ilagan, Planning Officer II, DA Region III, the Planning Team of the BFAR-III led by the Planning Officer, Ms. Joan Gay Oreas, and Officials and staff of the CHEDRO-III headed by the Officer-In-Charge, Office of the Director IV, Dr. Maria Teresita M. Semana.

The meeting objectives are:
• To start up the Extension and Productivity Bayanihan Program for agriculture and coastal communities;
• To assist agriculture and coastal communities in addressing the effects of climate change in food production, particularly in agriculture and fisheries;
• To foster partnership with the DA, BFAR, CHED and HEIs in Region III in delivering extension services to the communities;
• To call for the submission of project proposals; and
• To connect HEIs and communities and foster collaboration towards the goal of food production security.

Dr. Semana in her opening message said that the CHEDRO-III has been working with the DA Region III, BFAR-III and HEIs through the formulation of the Central Luzon Regional Higher Education Action Plan (CLRHEAP) aiming to extend the services of the Regional Line Agencies to the communities guided by the mantra of the higher education sector in Central Luzon, “Sama-sama at tulong-tulong sa panahon ng pandemya, walang iwanan sa mas lalong mataas na antas ng edukasyon ng Rehiyon III.”

The various programs and services of the DA Region III such as the Rice Competitiveness Enhancement Fund – Rice Farmers Financial Assistance (RCEF-RFFA) and One DA Agenda were presented by the agency’s Planning Officer II, Mr. Henry Ilagan. While Mr. Missael Maxion presented the programs and projects of the BFAR-III such as the Regional Fisheries Food Summit, Hands-on Training on Freshwater Aquaculture Technologies among others.

The participants were given opportunity to raise concerns through an open forum. It may be mentioned that the SUCs were encouraged to submit program/project proposal related to the Extension and Productivity Bayanihan Program for agriculture and coastal communities which may be funded by the BFAR and DA.
